Donald Trump agrees with the 2.5-gallons-per-minute standard for showers, but under previous regulation, if a shower had multiple showerheads, they all had to collectively meet the same 2.5-gallons-per-minute standard. Who has showers with multiple showerheads? Wealthy people.
